Public Notice of Application: Simplot Global Food, LLC (Simplot) is seeking coverage under a modified Washington State Waste Discharge Permit for wastewater discharge to ground. The Simplot Moses Lake Plant has been discharging to a land treatment system under Permit No. ST0005202. The Simplot – Moses Lake Plant and Columbia Basin Plant, are located at 14124 Wheeler Road and 2365 Rd O NE, respectively, in Moses Lake in Grant County, WA. At both the Moses Lake Plant and Columbia Basin Plant (the Plants), potatoes are washed, steam peeled, cut, blanched, air dried, partially fried, frozen and packaged for wholesale. Process wastewater from Moses Lake Plant is directed to a clarifier and then a low-rate anaerobic digester; effluent can be directed to Pond 4 or to Columbia Basin Plant’s Process Water Treatment Facility (PWTF). The PWTF can treat process wastewater from both facilities to reuse quality for both plants. Any process wastewater not directed to the PWTF, including silt water, and wastewater streams from the PWTF, is directed to Pond 4 for land treatment to 9,929.25 acres (previously permitted acres minus the acreage lost from the Moses Lake Farms during plant construction).
