With the advent of summer, preparations for summer recreational activities were a major concern of the Whitefish City Council by amending two present ordinances which prohibit consumption of alcoholic beverages in city parks and on city property. The council exempted City Beach from such restrictions since many picnickers at City Beach pack some type of alcoholic beverage and do not usually abuse the privilege. Councilman Buster Schreiber’s motion to allow alcoholic consumption at City Beach was unanimously approved. Responding to a request for bicycle racks in the downtown area by Musicphernalia owner Wade Liard and Ed Doolittle of Ed's Bicycle Shop, at the last meeting the Council decided to purchase three bike racks for the downtown area.

Baker Avenue and other Whitefish city streets would be receiving attention as plans were made to repave more than a block of heavily travelled avenues and engineer work on others. City Manager Ralph Friedman disclosed plans to construct new curb and gutter on the east and west sides of Baker Avenue between Second and First streets, as well as repave the rough road using a special fabric and asphalt mat. A1 Paving of Kalispell bid on the curb and gutter replacement on the Baker Avenue block last year, and the city planned to have the company do the work last fall. The city sent a letter to the company in October saying that due to cold weather, A1 would be contacted again in the spring about work plans.

Before a standing-room-only crowd, the Whitefish City Planning Board recommended the City Council begin work on a comprehensive policy to provide access to public land. In doing so, the board rejected Councilor Chet Hope’s proposal to amend the city subdivision regulations by inserting a paragraph from the city county master plan. After two hours of public debate, the board agreed with the Planning Board recommendation that the amendment was far too vague for the purpose it was intended. The amendment recommended the city “provide a rural public transit system accessing national and scenic open space throughout the planning jurisdiction and give special consideration to public access easements on new subdivisions to acknowledge existing formal trail areas.”

Building a tent city as a solution to jail overcrowding in the Flathead was the hot button issue for candidates and the public at the sheriff's forum in Whitefish. Alternative sentencing was also on most people's minds -- not just house arrest and a minimum-security facility for nonviolent offenders, but roadside garbage pickup and other kinds of community labor. While John Weaver continued to push his message of taking the Sheriff's Office to a new level by dealing with crime in new ways, Undersheriff Mike Meehan and Detective Commander Bruce Parish spoke of the practical realities of money, manpower and the judges’ role in sentencing.

What started five years ago as an idea to replace a dilapidated greenhouse at Whitefish High School developed into a far more extensive project that was being touted as a learning tool that would benefit the entire school district. The Whitefish school board voted unanimously to move forward with the Center for Applied Sustainability. A contract with Montana Creative Architecture + Design was approved for the design of the estimated $1.08 million facility. The entire project was to be paid for with privately donated funds.
