Notice of Public Hearings Notice is hereby given that public hearings pursuant to Idaho Code and Dover City Code have been set for the Dover City Council on JUNE 11, 2026, at 5:30 p.m. at Dover City Hall, 699 Lakeshore Ave., Dover, to consider the following: FILE #AM035-26 – REPEAL OF AREA OF CITY IMPACT, the City of Dover has initiated an amendment to Title 12, Zoning Regulations, to repeal the Dover Area of City Impact (ACI) and the requirement for members of the Planning and Zoning Commission to reside in the ACI. All ACIs in Idaho were eliminated by state law at the end of 2025. The proposed amendment is a housekeeping measure to remove references to the now-defunct ACI and to repeal the ordinances that created the ACI boundaries and the mutual agreement with Bonner County. The Dover Planning and Zoning Commission recommended to City Council approval of the amendment following their May 7, 2026, public hearing. FILE #AM036-26 – REPEAL OF SHORT-TERM RENTALS REGULATIONS, the City of Dover has initiated an amendment to Title 12, Zoning Regulations, Chapter 7, and Appendix D, Definitions, to repeal in its entirety the short-term (vacation) rentals regulations and the definitions associated with the short-term rental regulations. The repeal of the short-term rentals section of Dover City Code is proposed as a result of the changes to Idaho Code that limit city and county authority to regulate these rental units. The Dover Planning and Zoning Commission recommended to City Council approval of the amendment following their May 7, 2026, public hearing. In addition to the Title 12 consideration, Dover City Council will also consider an amendment to remove the short-term rentals business registration requirements from Title 3, Chapter 1, of Dover City Code. The public is encouraged to attend the hearings or provide written response. Any written comment greater than 1 page must be submitted at least 6 days prior to the hearing. Written material not exceeding 1 page may be read into the record the day of the hearing.
