NOTICE OF REQUEST FOR QUALIFICATIONS FOR DISASTER RECOVERY SERVICES The City of Libby is requesting Statement of Qualifications (SOQ) from qualified firm(s) experienced in disaster response, recovery, and related services in administrative documentation and funding reimbursements from State and Federal agencies for assistance in the Lower Flower Creek Reservoir Embankment Disaster Recovery (DR-4901) Project for which the City of Libby is receiving state and federal disaster assistance funding. Minimum requirements include previous experience working with and meeting requirements of State and Federal Grant agencies in managing administrative documentation and grant submissions for disaster recovery. PUBLIC HEARING NOTICE, CITY OF LIBBY  The city of Libby will hold a public hearing on Thursday, October 15, 2026, during a Special Council Meeting at 6:00 pm in the council chambers of city hall for the purpose of obtaining public comments regarding a proposed application to the Montana Department of Commerce’s Community Development Block Grant (CDBG) Program for replacement of the First and Montana Sewer Lift Station. At the public hearing the proposed project will be introduced including the purpose and project area, activities, budget, and possible sources of funding. All interested persons will be given an opportunity to express their opinions regarding the proposed project.   Comments may be made orally at the hearing or submitted in writing before October 15th at 4:30 pm.
