On June 2, 2026, Greenfields Irrigation District (“GID”) filed a Petition to Set Terms and Conditions pursuant to Montana Code Annotated §§ 69-3-603 Through -604 (“Petition”) with the Montana Public Service Commission (“Commission”).  2. Greenfields is the developer of the 3-megawatt Arnold Coulee Hydroelectric Project, which the Federal Energy Regulatory Commission certified as a qualifying small power production facility under the Public Utility Regulatory Policies Act of 1978. Greenfields states it has been unable to agree with NorthWestern on contract terms regarding the proper Point of Delivery (“POD”) for the project. The central point of dispute is the physical and commercial location of the POD, with Greenfields advocating for a POD located at the Bole Substation and NorthWestern proposing the POD be located in Great Falls. 4. PLEASE TAKE NOTICE that the Commission will conduct a public hearing on the Petition.
