A Troy woman is accused of animal neglect following an investigation by county authorities.

Brittany Makae Logan was charged with one misdemeanor count of cruelty to animals - failure to provide food and water - a first offense.

Logan is scheduled to appear in Lincoln County Justice Court Oct. 8.

According to the probable cause affidavit, deputy Andrew Smith investigated an allegation of animal cruelty on Aug. 15 involving a horse owned by Logan. 

Smith reported that on Aug. 15, a horse escaped from the property where Logan kept the animal. The horse was contained by a neighbor, who expressed concern for the horse's health due to its visibly poor body condition.

Based on the observed condition of the horse and the concerns raised, Smith obtained a search warrant to seize and investigate the health of the animal. After getting a search warrant that day from Lincoln County Justice Court Judge Jay Sheffield, deputy Smith seized the horse to facilitate a veterinary examination.

The horse was examined by a licensed veterinarian, who gave the animal a Body Condition Score (BCS) of 2 out of 9. 

According to the veterinarian, this score reflects significant fat and muscle loss consistent with the animal not being fed in a manner sufficient to sustain normal health.

Smith reported that on his training and experience as well as the findings of the veterinarian, the physical condition of the horse is consistent with prolonged inadequate nutrition and care while in the custody and control of Logan.

Logan was issued a citation.
