Pioneer Way, Suite A, Moses Lake, WA 98837 DESCRIPTION OF PROPOSAL The applicant proposes and eleven-lot Industrial Binding Site Plan encompassing approximately 97.429 acres. The proposal would redivide Lot 1 of City of Warden Short Plat no. 2 and portions of two previously recorded Port of Warden industrial binding site plans. The proposal would retain two existing lots and create nine additional lots for future industrial development. Proposed Lot K, consisting of approximately 7,400 acres, would remain under Port ownership and is intended to provide private access and accommodate future roadway and utility improvements serving the industrial lots. The applicant proposes to establish access rights over Lot K through recorded covenants, conditions and restrictions. The applicant requests that construction of internal roadways, water and sewer infrastructure, stormwater facilities, utility extensions, landscaping and related improvements be deferred until site-specific development occurs. No specific industrial buildings or uses are proposed as part of the current application. Future development of individual lots will require applicable City, State and Federal permits and environmental review. PROJECT LOCATION The project site is located north of central Warden along County Road N and Road U SE. No street address has been assigned. The site consists of Grant County Assessor Parcel Nos. 06-0544-300, 06-1713-361, 06-1713-36, and 06-1713-340, within a portion of Section 9, Township 17 North, Range 30 East, W.M., Grant County, Washington. The property is zoned Manufacturing (M-2) and designated Industrial under the City of Warden Comprehensive Plan. REQUESTED APPROVALS AND ACTIONS The applicant requests approval of an Industrial Binding Site Plan and the associated request to defer specified infrastructure improvements until site-specific development. Additional actions may include final engineering approval, approval and recording of access and utility easements or covenants, approval of the final Binding Site Plan, and recording with the Grant County Auditor. OTHER PERMITS AND APPROVALS Future development may require building, grading, utility, stormwater, fire code, access, air quality, and other local, state, or federal permits and approvals. Requirements will depend on the use and development proposed for each lot. SEPA ENVIRONMENTAL REVIEW The City of Warden is the lead agency for review under the State Environmental Policy Act. The City has received a SEPA environmental checklist and supporting environmental information. The City has requested or will request additional or corrected information necessary to complete its environmental review. A SEPA threshold determination has not been issued. EXISTING ENVIRONMENTAL DOCUMENTS SEPA Environmental Checklist dated July 29, 2026; Washington Department of Fish and Wildlife Priority Habitats and Species report dated May 27, 2026; USDA Natural Resources Conservation Service soil report and map; Preliminary Industrial Binding Site Plan dated July 15, 2026; and Project Narrative and Deferral of Improvements Request dated July 30, 2026. PUBLIC COMMENT AND PARTICIPATION Written comments must be received by the City, no later than September 24, 2026, at 5:00 p.m. Comments may be submitted to [email protected]. Any person may comment on the application, receive notice of and participate in applicable hearing, request a copy of the decision once issued, and exercise applicable appeal rights. Comments should identify the agency file number and include the commenter’s name and mailing or email address. PUBLIC HEARING AND DECISION The Planning Commission will conduct and open-record public hearing and make a recommendation regarding the Binding Site Plan. The City Council will consider the Planning Commission’s recommendation and make a decision on the application. The City Administrator will sign the final recordable Binding Site Plan following approval and satisfaction of applicable conditions and final filing requirements. A public hearing has not yet been scheduled. Notice of the hearing date, time and location will be provided separately in accordance with the Warden Municipal Code.
