NOTICE OF REQUEST FOR PROPOSALS  PROFESSIONAL ENGINEERING SERVICES  MULLAN WASTEWATER TREATMENT PLANT FACILITY PLANNING STUDY  The South Fork Coeur d’Alene River Sewer District (the “District”) is requesting proposals from qualified professional engineering firms to prepare a Facility Planning Study for the Mullan Wastewater Treatment Plant. The study will evaluate existing condition and capacity, improvements needed to meet current and reasonably anticipated permit limits, on-site treatment alternatives, and regionalization by conveyance of Mullan wastewater to the Page Wastewater Treatment Plant. The study will support an Idaho Department of Environmental Quality Fiscal Year 2027 Wastewater Planning Grant application.  Selection will be based on qualifications in accordance with Idaho Code § 67-2320. Cost information is not requested with the proposal and shall not be included. After selection of the most qualified firm, the District will request a detailed fee proposal and negotiate a fair and reasonable fee.  Proposals must be received no later than October 7, 2026, at 2:00 p.m. local time.
