MINUTES FOR THE BONNER COUNTY  BOARD OF COMMISSIONERS’ MEETING  August 4, 2026  TREASURER – Accepted the Bonner County Treasurer/Auditor Joint Quarterly Report for FY2026 3rd Quarter ending 6/30/2026. The ending balance for Bonner County is $53,754,346.81. CLERK – Approved payment of FY26 Claims Batch #44, totaling $292,935.17. Approved payment of FY26 Demands Batch #44, totaling $65,939.10. BOARD OF COUNTY COMMISSIONERS – Renewed the Audit Agreement with Zwygart John & Associates, PLLC to complete the 2026 external audit for the total amount of $70,000. Approved Resolution, number to be assigned, appointing Audra Savage to the Bonner County Fair Board for the remainder of the current 4-year term beginning on August 4, 2026 and ending on May 6, 2028. Approved a $3,000 stipend until staffing levels reach the number of thirteen (13) at the payout described by Sheriff of the $1,000, $1,000 and the final $1,000 at 24-months; I move that current staff be paid double time through January 31, 2027; I move that Sheriff’s Office, the Auditor, and HR evaluate the pay scale and bring forward a recommendation to address the pay scale of staffing; and then I move that Sheriff Wheeler bring back the request for the six-months of $1,200 a month stipend to current staff at the amount of $57,600 to the board after reviewing the policy and going through Auditing to bring back the confirmation that that is within budget for review by the Board of Commissioners. MINUTES FOR THE BONNER COUNTY  BOARD OF COMMISSIONERS’ MEETING  August 11, 2026  EMERGENCY DECLARATION – Approved the declaration that the loss of access to the Wisconsin Street/Merritt Bridge in Bonner County presents an imminent threat to life, property, critical infrastructure, and public safety due to the failure of its support pilings, and to have the Chairman sign administratively. ROAD & BRIDGE – Approved Change Order #2 to the Bonner County Asphalt Projects 2025 contract for the unit prices listed and a total additional amount of $708,775.00. Approved the state and local agreement for construction of project number A023(880) - Spirit Lake Curves safety project and pay our final match amount of $116,017.00. PLANNING – Approved an Ordinance of Bonner County, Idaho, the number to be assigned, citing its authority, and providing for the adoption the zoning map as amended at the June 4, 2026 hearing, and providing for an effective date. AIRPORT – Bonner County awarded this bid to Idagon Homes LLC in the amount of $797,384.35 contingent upon receipt and acceptance of the FAA AIP grant funds to be offered and that the chair sign administratively.   PARKS & WATERWAYS – Approved Resolution, number to be assigned, re-appointing Molly McCahon to the vacant Lakes Commission seat on the Waterways Advisory Committee for a two-year term beginning August 11, 2026 and ending August 11, 2028. Motioned to continue irrigating the lawn at Bonner Park West and continue with our normal water uses as known, to allocate necessary funding from the general fund, and for the duration of this season and to also have the Director further investigate potential causes of the discrepancy in the monthly water use bill. CLERK – Approved payment of FY26 Claims Batch #45, totaling $561,976.17. Approved payment of FY26 Demands Batch #45, totaling $66,933.74. SHERIFF – Approved Resolution, number to be assigned, authorizing Sheriff Wheeler to award Detention Deputy Debra Baker her handgun, badge and retired ID card. Approved the agreement between the City of Dover and Bonner County to provide law enforcement and prosecution services. The city will reimburse Bonner County $100 per month. The agreement will be effective from October 1, 2026, to October 1, 2028, unless terminated earlier upon 90 days’ notice from either party. CLERK – Approved payment of FY26 Claims Batch #46, totaling $786,870.72. Approved payment of FY26 Demands Batch #46, totaling $80,385.64. SHERIFF – Approved the agreement with the Idaho State Department of Agriculture and the Bonner County Sheriff’s Office to provide law enforcement services. The ISDA will reimburse Law Enforcement up to $116,525.00, noting that their agreement was available to be effective from May 27, 2026, however based on their delay in addressing this issue related to the rate, it will not be effective for Bonner County August 18, 2026 ending October 31, 2026. It can be terminated by ISDA if the Legislature fails, neglects, or refuses to appropriate sufficient funds. The term of the Agreement is for a period of two (2) years, ending September 30, 2027. EMERGENCY MANAGEMENT – Approved Resolution, number to be assigned, authorizing Emergency Management to receive donated funds and items for the volunteer program and that the Resolution be amended to state that. AIRPORT - Bonner County agrees to this additional services addendum and the Chair will sign administratively. Bonner County will pay $44,629.89 for this flight check. CLERK – Approved payment of FY26 Claims Batch #47, totaling $448,412.64. Approved payment of FY26 Demands Batch #47, totaling $215,859.51. BOARD OF COUNTY COMMISSIONERS – Approved the Lakeland Joint School District #272 L2 Certification extension to September 17, 2026.
