SUMMARY OF ORDINANCE NO. 647 AN ORDINANCE OF THE CITY OF PRIEST RIVER, IDAHO, AMENDING PRIEST RIVER CITY CODE TITLE 10, CHAPTERS 2, 3, 4, AND 9; ADDING AND REVISING DEFINITIONS; ESTABLISHING THE MUP, MULTI-USE PARK, ZONING DISTRICT; AMENDING RECREATIONAL VEHICLE PARK AND CAMPGROUND REGULATIONS; PROVIDING FOR SEVERABILITY; REPEALING CONFLICTING PROVISIONS; AND PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE. A summary of the principal provisions of Ordinance No. 647 of the City of Priest River, Bonner County, Idaho, adopted on September 8, 2026, is as follows: SECTION 1: Authority. Cites the City’s authority under Title 67, Chapter 65, Idaho Code, to adopt and amend land use regulations and references the applicable notice and hearing procedures. SECTION 2: Amendments to Priest River City Code Title 10. Amends Chapters 2, 3, 4, and 9 as summarized below: PRCC 10-2-2—Specific Definitions. Adds definitions for “Marina, Commercial” and “Park” and replaces the existing recreational vehicle park definition with a combined definition for “Recreational Vehicle Park and Campground.” The combined definition includes recreational vehicle spaces, campsites, tent sites, and similar temporary outdoor lodging sites and excludes manufactured home parks, mobile home parks, subdivisions, and other residential uses intended for permanent occupancy. PRCC 10-3-1—District Classifications. Adds the MUP, Multi-Use Park, zoning district to the City’s list of zoning district classifications. PRCC Chapter 4 and PRCC 10-4-12—MUP, Multi-Use Park. Adds the MUP district to the Schedule of District Regulations and creates a new zoning district for coordinated development of publicly owned lands combining recreation, tourism, community uses, and compatible private enterprise. Permitted uses include parks, commercial marinas, recreational vehicle parks and campgrounds, recreational concessions and equipment rentals, restaurants, cafés, food trucks, and public works, public service, and utility uses. Conditional uses include hotels, motels, lodges, recreation- or tourism-related retail and services, and event or festival grounds. The section also establishes development capacity, public-access, and buffering requirements. PRCC Chapter 9 and PRCC 10-9-2—Recreational Vehicle Parks and Campgrounds. Applies the section to campgrounds; removes the blanket requirement that every recreational vehicle park obtain a conditional use permit and public hearing; and provides that zoning approval will be determined under the applicable zoning district and procedures of Title 10. The amendment retains application, site-plan, and minimum development requirements while revising provisions addressing parking, marina-related parking, stormwater drainage, electrical service, public water connections and service lines, service buildings, recreation areas, on-site attendants, refuse collection, and accessory uses. The existing enforcement provision in PRCC 10-9-2 is retained. A violation is a misdemeanor subject to Idaho Code section 18-113, and each week of a continued violation constitutes a separate additional violation. SECTION 3: Severability. Provides that if any provision of the ordinance is declared invalid, the remaining provisions remain valid. SECTION 4: Effective Date. Provides that the ordinance takes effect upon passage and publication of the ordinance or this summary in one issue of the Bonner County Daily Bee. SECTION 5: Repeal of Conflicting Provisions.
