Contact: Lizzy English Muir, Deputy PWD Phone Number: (406) 863-2450 Email Address: [email protected] ANNOUNCEMENT In accordance with Title 18, Chapter 8 (MCA) and adopted City policy for consultant selection, The City of Whitefish, Montana (City) is seeking proposals from qualified consulting engineering firms to provide engineering services for the Lakeside Boulevard/ Skyles Place Reconstruction Project. PROJECT OVERVIEW Whitefish City Beach is a popular and busy public access to Whitefish Lake for pedestrians, cyclists, cars, boaters, and a high proportion of unaccompanied children utilizing the park. Vehicular traffic accesses the beach and parking lot from Lakeside Boulevard and traffic passing City Beach uses Skyles Place, which is a one-way road to Dakota Ave.. Currently the multi-use path extends from the Whitefish River Trail to City beach as a painted lane on the pavement. The painted lane on Lakeside Blvd. terminates where it crosses at City beach in an unsafe manner. The painted lane resumes at the top of the steep hill where Lakeside Boulevard intersects Washington Ave, at which point the painted lane is on the northwest side of the driving lane as a cycletrack, delineated with flexible bollards. Within the cycletrack is significant settling of the pavement due to the aging retaining wall and erosion from stormwater over time. The retaining walls down at City Beach have also experienced movement and failure causing an unsafe situation for park visitors. The cycletrack and one-way traffic continues up the hill until Skyles Place intersects with Dakota Ave. where the gradient drastically increases and a second significantly taller retaining wall develops. Below the retaining wall is a single lane private road to access several homes including elderly residents.  The Lakeside Boulevard/ Skyles Place Reconstruction Project will involve design and reconstruction of approximately 150 feet of Oregon Ave starting at Woodland Place, 1,000 ft of Lakeside Boulevard, and 800 feet of Skyles Place to Dakota Ave. It will also include reconstruction of the retaining wall along the majority of Lakeside Boulevard and Skyles Place ranging in height from a few feet tall to towering over the houses below, along with the evaluation and possible reconstruction of the retaining wall at City Beach.   In addition to the adjacent road conditions, City Beach Park contains aging infrastructure, including declining retaining walls and steep inclined pathways that do not meet desired ADA standards. The concession stand and restrooms now require either significant renovations or reconstruction. As road construction will significantly impact the park operations and landscape, this project will include a Master Planning process for City Beach Park to better understand how both projects can work in tandem with one another and what the final landscape of City Beach Park will be. Once a Master Plan has been accepted and approved by the Board of Park Commissioners, the Parks and Recreation Department will contract with a consultant for preliminary design, construction drawing, bidding, and project management.  The scope of work will include surveying, engineering design, public relations and construction management services; water distribution, wastewater collection and storm water collection system improvements; coordination with and possible relocation of private utilities; a new bicycle/pedestrian trail along the corridor lot; paving; new cross walks, traffic control phasing throughout construction; and new street lights. The project may also include temporary and/or permanent Right-of-Way acquisitions. The funding will be provided by local Resort Tax funds. The City’s goal is to award a consultant contract in 2026 to begin survey work as soon as possible. Project design and construction will proceed based on the availability of Resort Tax funds and may require phasing over several construction seasons. REQUIRED SERVICES The work to be performed by consultant shall include, but not be limited to, the following services: • Meet and collaborate with city staff to gain thorough understanding of the criteria for the project. Discussion and presentation of the project to the City Council may be required. • Produce a detailed topographical survey for the project depicting important features, lot corners, utilities, elevations, slopes, etc. • Conduct (or subcontract) soil investigations as necessary to determine soil type, condition and suitability for roadway, multiuse path, drainage, and retaining wall. • Prepare preliminary design drawings for discussion including a site plan and cross sections sufficient to depict the project, including thorough erosion and sediment control and lakeshore water quality protection.  • Provide thoughtful and transparent phasing to allow residents access to their homes. • Prepare preliminary estimates of construction costs for the project. • Upon approval of the final design, the selected firm shall produce a complete set of construction documents including, but not necessarily limited to, construction grade drawings, written specifications, and final cost estimates. • Administration of the public bidding process. • Provide construction administration services necessary to confirm that the project complies with the plans and specification of the bid. • Provide the City with electronic and hardcopies of documents generated during the design and construction of the project along with an as built survey of the completed project. FORMAT AND CONTENT OF SUBMITTAL Five (5) copies of the firm’s proposal, along with an electronic copy, shall be submitted to the Whitefish Public Works Department, 418 E 2nd Street, PO Box 158, Whitefish, MT 59937, no later than 4 pm on 10/16/2026 Faxed or emailed proposals will not be considered. In order to be responsive, all proposals must follow the format and contain information listed in this section to present a complete and effective solution. Unnecessarily elaborate brochures and other presentations beyond the scope of this project are not desired. 1. Cover Letter – Provide a letter of transmittal introducing your firm. 2. Overview – Provide an abstract of your firm’s submittal summarizing the nature of the proposal and demonstrating your understanding of the project. 3. Key Personnel – Include brief resumes of the staff who will be assigned to the project. Discuss experience and how experience will be applied to this project. 4. Experience – Provide details of up to three (3) prior projects your firm has completed which relate to this assignment. 5. References – Provide names and telephone number of three (3) references who will attest to your firm’s ability to undertake and complete projects similar to this on time and on budget. EVALUATION, SELECTION PROCESS AND CONTRACT NEGOTIATIONS Proposals will be ranked by a Selection Committee and the three highest ranked engineering firms will be invited to present their proposal to the committee. Contract negotiations will begin with the highest ranked firm as soon as possible following the interviews. If the City determines acceptable terms cannot be reached, the City will terminate negotiations and continue with the next highest ranked firm. The City may choose to expand an engineering contract resulting from this selection process to include similar or related work.
