Public hearings regarding the proposed 2027 budget shall be held during the month of October, at which time any ratepayer may appear and be heard for or against the whole or any part thereof. Notice of the scheduled public hearings shall be published for at least two consecutive weeks prior to the public hearing in a newspaper printed and of general circulation in Grant County. GRANT COUNTY PORT DISTRICT NO. 1 NOTICE TO CONSULTANTS FOR INDUSTRIAL PARK NO. 4 RAIL INFRASTRUCTURE EXPANSION CONSTRUCTION ENGINEERING SERVICES The Grant County Port District No. 1 (Port) solicits Statements of Qualifications (SOQs) from consulting firms with expertise in construction engineering, construction management, construction observation, and contract administration for rail and civil infrastructure. The professional services agreement is anticipated to continue through construction completion and closeout, with the option for the Port to extend the agreement for additional time and compensation if necessary and allowable under applicable procurement and grant requirements. The Port reserves the right to amend this Request for Qualifications (RFQ), issue addenda, reject any or all submittals, waive minor irregularities, or withdraw the RFQ at any time. Project Description The project is located at the Port of Quincy Intermodal Terminal, 408 NE Intermodal Way, Quincy, Washington. Construction is financed by the Port, the Federal Railroad Administration (FRA) through the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grant Program, and the Washington State Department of Transportation (WSDOT). Major construction elements include: Approximately 5,986 track feet of new 136-pound rail on concrete ties with ballast; three No. 9 turnouts; removal and reuse of existing track; and related trackwork. Track embankment, subexcavation, granular embankment, subballast, and associated earthwork. A 36-foot-long, 10-foot by 4-foot precast concrete box culvert; storm pipe, manhole, and drainage structure work; and drainage and utility protection. Road ‘O’ grading and preparation for a future at-grade crossing; an in-yard concrete grade crossing; pavement restoration; markings, signage, and fencing work. Construction within an active intermodal rail facility, including railroad coordination, work windows, and work associated with the Quincy-Columbia Basin Irrigation District ditch. Anticipated Scope of Services The selected consultant will provide construction engineering services as requested by the Port. Services are anticipated to include, but are not limited to: Preconstruction coordination; review of schedules, submittal logs, and establishment of project administration and recordkeeping procedures. Resident engineering and construction observation sufficient to document conformance with the Contract Documents, including daily reports, photographs, measurements, quantity records, and documentation of concealed work. Administration of requests for information, submittals and shop drawings, field directives, change orders, schedule updates, weekly progress meetings, progress payment estimates, disputes, and claims support. Review and documentation of contractor quality control, testing, material certifications, rail records, and compliance with applicable Contract requirements. Coordination with the Port and other affected parties regarding project status. Administration and documentation of applicable federal and state construction requirements. Substantial, Physical, and Final Completion inspections; punch lists; review of record drawings and closeout submittals; final quantities and payment; and project closeout support. Evaluation Criteria SOQs will be scored evaluated using the following criteria (100 points): Qualifications, relevant experience, and key personnel (25 points) Firm and team experience providing construction engineering for similar projects. (15 points) Experience administering FRA or other federally funded construction contracts, including grant documentation, Buy America/BABA, Davis-Bacon, and federal recordkeeping requirements. (10 points) Familiarity with project requirements, (20 points) Ability to meet the anticipated construction schedule and provide appropriate field coverage. (15 points) Past performance and references. (15 points) The Port may elect to conduct interviews with qualified respondents. The Port will select the firm deemed most highly qualified and will negotiate a scope and fair and reasonable compensation in accordance with Chapter 39.80 RCW and applicable federal procurement requirements. Do not include a fee, cost proposal, or billing rates in the SOQ. Submittal Requirements SOQs shall be limited to twenty (20) pages and should include: firm name and contact information; Principal-in-Charge and Project Manager; organization and proposed subconsultants; qualifications and availability of key personnel; relevant project experience; project approach and staffing plan; federal grant administration experience; three client references; and disclosure of any actual or potential organizational or personal conflicts of interest. Federal Requirements The resulting agreement will be subject to applicable FRA grant terms and federal requirements, including 2 CFR Parts 200 and 1201; nondiscrimination and Title VI requirements; debarment and suspension requirements under 2 CFR Parts 180 and 1200; restrictions on lobbying; access to records and audit requirements; requirements regarding federal tax delinquency and felony convictions; distracted-driving requirements; and applicable flow-down requirements. The selected consultant and subconsultants must be eligible for federal contracting and complete all required certifications before contract execution.
