Royal Water District Well Replacement Sealed bids will be received at 11707 E Montgomery Dr, Spokane Valley, WA 99206, until 12:00:00 p.m., Wednesday October 14, 2026. Bids may also be submitted in person until 1:00.00 p.m. on the same day, at which time they will be publicly opened and read aloud. The project consists of construction of improvements associated with the Royal Water District Well Replacement Project. The work is divided into a Base Bid (Schedule A) and an Additive Bid (Schedule B). SCHEDULE A – BASE BID Schedule A includes all work necessary to complete the physical civil site improvements, piping utilities, and structural/architectural well house building envelope. The work includes, but is not limited to: Mobilization and site preparation, including field verification of existing utilities and earthwork. Construction of gabion walls, slope stabilization, and erosion control improvements. Installation of a precast concrete utility vault. Installation of trench safety systems as required for worker protection during excavation. Installation of 4-inch and 8-inch ductile iron water mains, including connection assemblies, combination air release/air vacuum valve, valves, fittings, and other appurtenances. Construction of the new well house, including foundation, building, structural, architectural, and related improvements. Installation of piping and mechanical appurtenances associated with the well house and water system, including the chlorination system and associated chemical piping and appurtenances, as shown in the Contract Documents. Site restoration and related improvements. Forty (40) calendar days will be allowed for completion of the Base Bid (Phase 1) work. SCHEDULE B – ADDITIVE BID Schedule B consists of additional work necessary to provide the permanent well pumping equipment and associated electrical, instrumentation, and other systems required to make the well operational. Schedule B is an additive bid and is not included in the Schedule A Base Bid. Schedule B work will be performed only if explicitly authorized by the Owner. GENERAL Additionally, all construction shall comply with applicable Washington State Department of Health requirements for public drinking water systems. All work will be performed in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Contractor shall furnish all labor, materials, equipment, tools, and incidentals necessary to complete the work included in the Base Bid and, if authorized, Schedule B – Additive Bid. If Schedule B is authorized by the Owner, the time allowed for Schedule B work shall be as specified in the Contract Documents. Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier’s check, or bid bond, payable to the Royal Water District, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.
