WEST BONNER COUNTY SCHOOL DISTRICT #83 REQUEST FOR PROPOSAL SNOW AND ICE REMOVAL SERVICES PURPOSE West Bonner County School District #83 is requesting proposals from qualified contractors to provide snow and ice removal services at all District facilities during the 2026-27 school year. The purpose of this RFP is to obtain dependable snow and ice removal services to help maintain safe access for students, staff, visitors, and the public during winter weather conditions. SCOPE OF SERVICES The selected contractor will be responsible for snow and ice removal at School District facilities as directed by the School District. Services may include, but are not limited to: - Plowing snow from parking lots, driveways, and access roads. - Removing snow and ice from handicap-accessible parking spaces and ADA access routes. - Clearing areas around building entrances, exits, and emergency access areas. - Returning to facilities as necessary during extended or continuing snowfall to ensure continual safety of students, faculty, and visitors. - Providing services in a timely manner to maintain safe access to District facilities. The School District reserves the right to determine which areas require service based on weather conditions and operational needs. DISTRICT FACILITIES Services will be provided at West Bonner County School District #83 facilities throughout the School District. A list of facilities and specific areas to be serviced may be provided to prospective contractors. Prospective contractors are encouraged to visit the School District facilities prior to submitting a proposal to become familiar with the locations, parking areas, sidewalks, access roads, and other areas requiring snow and ice removal. CONTRACTOR RESPONSIBILITIES The contractor shall: - Provide all necessary equipment, labor, fuel, and supervision. - Maintain equipment in safe and operational condition. - Operate equipment in a safe manner. - Respond to snow and ice events in a timely manner. - Exercise reasonable care to avoid damage to District property. - Notify the District of any damage or unusual conditions encountered. - Maintain appropriate insurance and licensing as required by law. PRICING OPTIONS Prospective Contractors may submit pricing under either or both of the following structures: Option 1 – Contractor/Standard Pricing Prospective contractors may provide their own pricing structure. Contractors may submit pricing based on any reasonable structure, including but not limited to: - Per visit/service call - Per storm/event - Seasonal contract - Monthly rate - Hourly equipment/operator rate - Combination of the above Contractors should clearly explain their proposed pricing structure and identify any additional charges, minimum service fees, material costs, or other expenses. Option 2 – 2-inch Snowfall Trigger Prospective contractors may provide an additional pricing option based on snow removal services being initiated when accumulated snowfall reaches 2 inches or more. For this pricing option: - Snow removal services shall be initiated when the West Bonner County School District determines that accumulated snowfall has reached 2 inches or more. - The West Bonner County School District shall make the determination that the 2-inch threshold has been reached. The Contractor shall not independently determine when the 2-inch threshold has been met for purposes of initiating a billable snow-removal event. - Once the District has determined that the 2-inch threshold has been reached, the Contractor shall proceed with snow removal in accordance with the requirements and response times established in this RFP. - The Contractor shall provide a clear price for each 2-inch-triggered snowremoval event, or an alternative pricing structure as proposed. - Pricing should identify whether the proposed amount includes all labor, equipment, materials, hauling, de-icing, and other costs necessary to complete the required snow-removal services. Any additional services or costs not included in the proposed 2-inch-trigger pricing must be clearly identified in the proposal and approved by the District prior to being incurred. PROPOSAL REQUIREMENTS Proposals should include: - Company name, address, phone number, and contact person. - Description of proposed snow and ice removal services. - Proposed pricing structure. - Equipment and personnel available for the work. - Anticipated response time during snow/ice events. - Proof of insurance - Any additional terms or conditions proposed by the contractor. INSURANCE REQUIREMENTS The contractor shall procure and maintain insurance coverage for the duration of the project against claims for injuries to persons or damages to property arising out of performance of the work by the contractor, employees, agents, representatives, or subcontractors. Required minimum insurance coverage includes: - Commercial General Liability: $1,000,000 combined single limit per occurrence. - General Aggregate Liability: $2,000,000 - Workers’ Compensation Insurance as required by the State of Idaho. - Employers’ Liability coverage with limits of not less than $1,000,000 per accident. All insurance policies shall: - Name West Bonner County School District #83, its officials, employees, agents and volunteers as additional insureds. - Be issued by insurers authorized to conduct business in the State of Idaho. - Remain active throughout the duration of the contract. Certificates of insurance and endorsements must be provided to WBCSD prior to the commencement of work. INVOICE AND CONTRACTOR PAYMENT POLICY All invoices for services provided to West Bonner County School District #83 must be submitted no later than the second Thursday of each month. The West Bonner County School District will process approved invoices for payment, with remittance scheduled for the third Thursday of each month. This payment schedule shall also apply to contractors or vendors whose terms require payment prior to services being provided. Requests for advance or prepayment must be submitted to the District by the second Thursday of the month in order to be included in the scheduled payment on the third Thursday of that month. Invoices or payment requests received after the second Thursday may be processed during the following month’s payment cycle, unless otherwise approved by the District. All invoices and payment requests must be accurate, itemized, and include sufficient information to identify the contractor, services or goods being provided, applicable dates, and amount due. SELECTION West Bonner School District #83 reserves the right to accept or reject any or all proposals, to request additional information, and to select the proposal that best meets the needs of the School District. The School District is not required to select the lowest-priced proposal and may consider experience, reliability, equipment, response time, references, pricing, and overall value.
