NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS CITY OF SANDPOINT- 2018 CIPP PROJECT Pursuant to IC 67-2805, "Procurement of Public Works Construction", City of Sandpoint (City), Idaho is requesting Statements of Qualifications (SOQ) from licensed public works contractors who are interested in bidding on the 2018 CIPP Project. The Project generally consists of cured-in-place pipe rehabilitation of approximately 5,000 to 6,000 linear feet of 8-inch to 10-inch sanitary sewers, including cleaning, CCTV inspection, cutting off protruding taps, reinstating laterals, and related items of work. Actual bid quantities may change pending the ongoing final design of the project. The opinion of estimated project cost is between $180,000 and $225,000. It is anticipated that the project will bid in March of 2018 with a contract duration of approximately forty (40) calendar days from the commencement of Contract Times, and must be Substantially Complete by August 31, 2018. Actual bid quantities and dates are subject to change. The City reserves the right to cancel or postpone bidding or award of a contract for the project. The Request for SOQ Information Packet contains the project description, SOQ Form and requirements, and evaluation criteria. Contractors must submit a response in the format outlined in the Request for Statement of Qualifications. Any response may be withdrawn prior to the scheduled time below for the opening of the responses or authorized postponement thereof. Copies of the Request for SOQ Information Packet may be obtained from: City of Sandpoint, Public Works Department, Attn: Darlene Edwards, Public Works Administrative Assistant, 1123 Lake Street, Sandpoint, ID 83864; Phone: (208) 263-3407; Email [email protected]. The completed SOQ and required forms must be received by the City Clerk at the location listed below prior to 2:00 PM PST on March 16, 2018. Mark the envelope in which the response is enclosed with: City of Sandpoint, 2018 CIPP Project - Statement of Qualifications. Responses may be submitted to: City of Sandpoint, Attn: Maree Peck, City Clerk, 1123 Lake Street, Sandpoint, ID 83864. Alternatively, the SOQ may be submitted by e-mail by submitting to the City Clerk at: mpeck@ sandpointidaho.gov. It is the contractor's responsibility to confirm receipt. All responses must be signed and respondents must have a currently-valid Idaho Public Works Contractor license and Specialty Construction Category for the work under consideration. This Request for SOQ is not a solicitation to bid. The City does not intend to award a contract based on this solicitation or to otherwise pay for information solicited herein. Upon receipt of SOQs, the City will evaluate and determine which contractors are qualified to bid. If the City proceeds with bidding of the project, all respondents deemed qualified by the City will be invited to submit formal bids for the project as delineated in the Bidding Documents, which are currently under development. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to the advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Any protest of determination of qualifications or bidding procedures will be handled in accordance with procedures delineated in IC 67-2805.
