Police say victim was 'clearly soaking wet'

According to Scouller, he was watering his lawn the afternoon of July 30 when his neighbor came out and stood on the other side of the chain link fence, upset he was getting water on her plants. He said this wasn’t the first time she has shared her concerns with him on the subject and there have been tensions between them for a few months.
