Notice of Application & Proposed Mitigated Determination of Non-Significance Date of Notice: April 19, 2018 Notice is hereby given that a JARPA (Substantial Shoreline Development Permit/ Floodplain Development Permit Application) and SEPA Checklist received by Grant County on March 26, 2018 from Roy "Jake" Long Jr. (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) was found to be technically complete on April 12, 2018. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new over-water structures to ensure a no net loss of shoreline ecological function (approximately 314 sq. ft. of plantings). 3. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to install an 8-ft. by 24-ft. (192 sq. ft.) dock with approximately 9-ft. by 10-ft. boat lift and 4-ft. by 8-ft. walkway over water to the dock. ADDITIONAL PERMITS REQUIRED: WDFW HPA. STUDIES REQUIRED: Archaeological Resources Survey Report, Wetland Delineation. LOCATION: The project is located at 5912 Panorama Dr. NE on Moses Lake in Moses Lake, WA 98837. The parcel is lot 4 of the Weith Short Plat, located in the SE quarter of Section 36, Township 20 North, Range 27 East, WM, Grant County, WA. Parcel # 31-1552-000.
