PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on November 20, 2018 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal: The Moses Lake Irrigation and Rehabilitation District (MLIRD) proposes to remove sediment in the Fountain Side area of Parker Horn in Moses Lake to reduce impacts of the accumulated sediment. The primary project area of Parker Horn would be southwest of the N Stratford Rd bridge. The Moses Lake Irrigation District proposes hiring a dredging contractor to perform the dredging of the Fountain Side Dredge Site in the summer of 2019. Dredging would occur between July 1 and October 1. The contractor would utilize a floating hydraulic dredge to remove sediment from within the site. The sediment would be pumped north to the MLIRD de-watering site for processing and water removal. Geosynthetic dewatering bags and a flocculant would be used to remove suspended sediment during the dewatering process. The sediment laden slurry would be pumped from the dredge through a contained pipe to the dewatering site where it would enter the completely contained bags. The bags would filter the water out and contain the sediment within the bags while they are being filled. As the water leaves the bags it is treated with a flocculant to help any remaining sediment settle out before the clean water flows back through the existing return water path to the lake. A floating turbidity curtain would be installed around the water return at the dewatering site. Turbidity would be monitored during de-watering. If turbidity at the site exceeds Department of Ecology standards, work would be stopped until the issue can be resolved. After it dries, the sediment would be hauled off site to the existing MLIRD sediment reclamation area at Connelly Park. In total, sediment would be removed to a depth of approximately 3 ft across the entirety of the dredge site. The site would cover approximately 415,000 sq. ft of area, and approximately 50,000 cu. yds of material would be removed. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
