Montana pair face fentanyl, meth trafficking charges

WALLACE — Two Montana residents are facing felony drug-trafficking charges after a traffic stop last week in Shoshone County led deputies to allegedly discover fentanyl, methamphetamine and drug paraphernalia inside their vehicle.
According to police records, Tiffanie Skillestad, 46, and Roger Minyard, 47, both of Billings, Mont., were stopped by Shoshone County Sheriff's Office deputies after they were observed failing to maintain their lane while traveling eastbound on Interstate 90 in a Jeep Grand Cherokee.
Deputy David Stanton reported that both Minyard, the driver, and Skillestad, the reported owner of the vehicle, were compliant during the stop. However, deputies found that Minyard's Montana driver's license was suspended, and Skillestad was unable to provide documentation showing the vehicle belonged to her.
During the stop, SCSO Patrol Sgt. Darius Dustin and his K-9 conducted an open-air sniff of the vehicle, which resulted in a positive alert. The alert provided deputies with probable cause to search the vehicle.
During the search, deputies located two Ziplock-style baggies wrapped in aluminum foil and duct tape inside a subwoofer in the vehicle's cargo area. One baggie contained about 35 grams of a white crystalline substance. Deputies used a narcotics field test kit on the substance, which returned a presumptive positive result for methamphetamine.
The second baggie contained about 9 grams of a white powdery substance that deputies believed to be fentanyl. Stanton said the substance is being sent to the Idaho State Crime Lab for testing.
Deputies also reported finding several items of drug paraphernalia throughout the vehicle, including torch lighters, burnt foil, hypodermic syringes — including two uncapped syringes — and a metal smoking pipe.
According to the police report, additional evidence to supplement the charges would be incoming.
Following their first court appearances last week, Judge Keisha Oxendine charged both Skillestad and Minyard with trafficking in fentanyl, trafficking in methamphetamine and possession of drug paraphernalia.
Skillestad's bail was set at $85,000, while Minyard's bail was set at $75,000. Both remain in the custody of the Shoshone County Sheriff's Office.
Under Idaho law, trafficking in fentanyl involving 4 grams to less than 14 grams carries a mandatory minimum sentence of three years in prison and a $10,000 fine, with a maximum penalty of life imprisonment and a $100,000 fine. Trafficking in methamphetamine or amphetamine involving 200 grams to less than 400 grams carries a mandatory minimum sentence of five years in prison and a $15,000 fine, with a maximum penalty of life imprisonment and a $100,000 fine. Misdemeanor possession or use of drug paraphernalia is punishable by up to one year in jail, a fine of up to $1,000, or both.
