A property formerly host to Haskill Creek Farms on Voerman Road in Whitefish has applied for a Flathead County conditional use permit for a “recreational facility” with the intention of hosting small-to-medium sized events.

The conditional use permit is on the agenda for the Flathead County Board of Adjustment meeting at 6 p.m., on Oct. 27 at 40 11th Street West in Kalispell. There will be no public hearing as there was one in May.

Haskill Creek Farms has hosted events in the past that match the descriptions of their conditional use permit application, including small “Haskill Wednesday” gatherings and the Whitefish Food and Wine Festival in 2024 and 2025.

The 75-acre property is within the Rural Whitefish Zoning District and zoned SAG-10 Suburban Agricultural.

The permit is requested by Scot Chisholm of Haskill Creek Property Group. The group purchased the Voerman property in 2020 and remodeled its farm-style home into a health and wellness and cannabis shop, which opened in June 2022 and closed in 2024. The group has also dedicated itself to a nonprofit, Save Farmland. About 40 acres of the property were donated to Save Farmland with intentions to grow produce in collaboration with other local nonprofits.

The Voerman Road storefront closed in 2024 after the county found it violated zoning regulations. Chisholm expressed frustration with the process in a 2024 Pilot article, saying that the county had been helpful in establishing the businesses to conform to evolving cannabis regulations, only to later find them in violation after their application for a conditional event permit stirred further inspection of the property.

After the closure of Haskill Creek Farms, the group opened an alternative storefront in town, Haskill Creek Wellness Boutique at 33 Baker Ave.

The group's conditional use application states that the proposed recreational facility will function as “a community-oriented gathering, education, and collaboration space supporting local innovators, entrepreneurs, and participants in the regional food, beverage, agriculture, nonprofit and creative sectors.”

The events will be low-impact with no intensive commercial development, community-serving and compatible with surrounding agricultural uses, according to the application.

The applicants request that the conditional use permit allow events over 100 people, but not to exceed 500 people, up to two days per week from June through September, and up to twice per month October and May, with the event and any amplified music concluding by 10 p.m.

A March 2026 county staff report notes that adequacy of the property’s waste, wastewater and stormwater services for the conditional use permit’s purposes had not been demonstrated. The health department indicated that the existing septic system’s capacity is circa the 1993 three-bedroom residence, something that was also noted by the county when the storefront was shut down in 2024. The report concludes that the applicant must complete a land research request to determine any Certificate of Subdivision Approval restrictions and resolve septic system limitations.
